THE PLAIN DEALER, WEDNESDAY, MARCH 16, 1994 NORTHFIELD HORSE RACING NOTEBOOK Bent-shaft sulkies may go By PAUL BAUMGARTNER PLAIN DEALER REPORTER NORTHFIELD Meeting in Columbus on Sunday, the U.S. Trotting Association directors adopted the recommendations made by its Sulky Committee last August. A key provision calls for banning the bent-shaft sulky, including the popular "Cheetah" brand manufactured by Super Sulky Inc. of Mayfield Heights. The adopted recommendations will go into effect Sept.

1. TAT Whether bent-shaft sulkies will be banned entirely will depend on the action of individual harness 3 racing jurisdictions throughout the country. Ohio's four harness tracks are governed by the Ohio State Racing Commission. Northfield Park, Lebanon, Scioto Downs and Toledo Raceway Park are among about a dozen U.S. tracks allowing to be be raced.

Tom Aldrich, Northfield's general manager and a USTA board member, was one of only four board members who voted against the banishment of bent-shafts. More than 40 members voted. "I voted that way because I view this (bent-shaft controversy) as strictly a horsem*n's issue," said Aldrich. "'The majority of horsem*n that I talked to over the last two years at Northfield told me they had no objection to this kind of bike. There was no great movement to outlaw it here.

"I emphasize though, if we a directive to abolish them from the Ohio State Racing Commission or from the Ohio Harness Horsem*n's Association, with which we have a working agreement, then, of course, we will abide. A lot of things still have to play out on this matter." The newly approved rules will set standards for the measurement and placement of components on all sulkies. The rules also address the means by which a sulky shall be attached to a horse and to its harness, as well as the safety devices that must be used. will give away free shamrock-shaped keychains to those who enter the park today between 11:30 a.m. and 3 p.m.

Is it my imagination or do people from up North bet more on horse races in March when they are conducted under palm trees? If you've experienced it, you'll probably agree with me, but if you haven't, please take my word for it: The setting at Gulfstream Park for the thoroughbred sport i is tropical heaven. The infield is beautiful, with a paddle wheel boat patrolling an expansive lake. The paddock area is so friendly and comfortable that a fan could spend the entire day back there, never see a race, and not complain about it. How comfortable? I sat down to study the Racing Form at about noon Friday and fell asleep for an hour. The cheapest thing I did in south Florida, besides snoring, was to collect shells on the Hollywood beach.

They are for sale, priced at $275 for a complete set. Strangely enough, I think I lost somewhere between $274 and $276 at the windows. If you wagered on Holy Bull and watched him win Saturday's Florida Derby, are you convinced he'll keep running until he stops in the winner's circle after the Kentucky Derby? Not me. I'm still looking for a live wire for Louisville. I'd be surprised if the Kentucky Derby winner ran in the Florida Derby.

I saw a commercial for Thistledown on television Monday afternoon. So did my 7-year-old daughter. We were watching Nickelodeon, the kiddie network. Worse yet, the commercial was promoting Thistledown's opening day. Wasn't that on March Will off-track betting ever become law in Ohio? What looked like a sure thing a week ago is once again iffy.

Word out of Columbus this week is that Gov. Voinovich's office is on the fence on the bill. Either hug it or hurl it, George, but don't add any new tax to it. We horsplayers are already paying way too much in takeout to play this game. If state government doesn't get you, the feds might.

Call the White House and complain before such nonsense becomes law. Hopefully, Thistledown and its horsem*n got the message. The Greater Cleveland betting public doesn't want a steady diet of five furlong dashes. Of the 43 races run locally over the first two weekends, 34 of them were at the "they're-off-you-lose" distance. of the handles above $900,000.

Betting has been flat, with none, we're re talking race cards that start at 14 races and go up. Short races by short fields of horses isn't going to bring out bettors when they can go to parlors in Erie and New Castle and wager on Gulfstream and Santa Anita. Who is kidding whom? In its official program, on the "general information" page, Thistledown said that wagering closes at post time. I don't think so. Wagering closes when the horses leave the gate.

Most of the time. Last year, just to see if anybody was sleeping at the switch, wagering was allowed to continue for seven minutes AFTER the horses left the gate. Remember? On a lighter Thistledown note, the "Quotes of the Week" that are part of the daily program are and should give bettors a chuckle. Last week's included Tito Rivera, the 8-year-old son of jockey Junior Rivera, congratulating his father on an opening day saddle triple: "I told you daddy, I told you you were the best up there. you always win up there." Tito was calling long distance; which during winter in Cleveland, makes him a lot smarter than us pari-mutuel penguins.

The kid lives in Florida. He doesn't have to go to Gulfstream to gawk at a palm tree. He's got them in his backyard. Freehold, 3rd-3200, 1 M.
